Job Summary

The Human Resource Operations Manager – Staffing and Compliance Oversight is responsible for leading and optimizing end-to-end HR operational functions, with a strong focus on workforce planning, staffing efficiency, and regulatory compliance. This role ensures that all recruitment, onboarding, employee lifecycle management, and HR policy enforcement processes align with organizational standards and healthcare regulations.

The position plays a critical role in maintaining workforce stability, improving HR operational effectiveness, and ensuring adherence to labor laws, healthcare staffing requirements, and internal governance frameworks.


Key Responsibilities

  • Oversee daily HR operational activities including staffing, onboarding, transfers, and exits
  • Ensure compliance with labor laws, healthcare regulations, and internal HR policies
  • Manage workforce planning strategies to meet hospital staffing requirements
  • Supervise recruitment coordination and ensure timely filling of critical roles
  • Monitor employee records accuracy and HR data integrity in HRIS systems
  • Lead audits related to HR compliance, documentation, and staffing procedures
  • Develop and implement HR operational policies and process improvements
  • Collaborate with department heads to forecast staffing needs
  • Handle employee lifecycle administration including contracts, renewals, and separations
  • Ensure smooth coordination between HR, payroll, and finance departments
  • Manage HR reporting dashboards and present workforce analytics to leadership
  • Support employee relations processes in alignment with compliance standards

Required Skills and Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • Professional HR certification (e.g., CIPD, SHRM) preferred
  • Strong knowledge of labor laws and HR compliance frameworks
  • Excellent understanding of HR operations and staffing models
  • Proficiency in HRIS systems and Microsoft Office Suite
  • Strong analytical and reporting skills
  • Excellent communication and interpersonal abilities
  • Strong organizational and multitasking capabilities
  • Ability to work under pressure in a healthcare environment

Experience

  • Minimum 5–8 years of HR experience in operations, staffing, or compliance roles
  • At least 2–3 years in a managerial or supervisory HR position
  • Healthcare or hospital industry experience is highly preferred

Working Hours

  • Full-time position
  • Standard working hours: 40–45 hours per week
  • May require flexibility for urgent staffing or operational needs in healthcare settings
  • Occasional weekend or after-hours support depending on hospital requirements

  • Deep understanding of HR operational workflows in large organizations
  • Strong compliance and regulatory interpretation skills
  • Ability to manage multiple HR processes simultaneously
  • Strong decision-making and problem-solving abilities

  • High attention to detail in documentation and audit preparation
  • Ability to handle confidential and sensitive employee data
  • Strong stakeholder management across clinical and non-clinical departments
