Job Summary


Mediclinic is seeking a seasoned Human Resource Operations Manager to own the end‑to‑end HR operations engine with a sharp focus on workforce planning, staffing execution, and regulatory / policy compliance across our facilities. You will lead a multi‑site HR operations team, design and continuously improve scalable processes (from talent deployment to time & attendance governance), and ensure every aspect of our people operations adheres to local labour legislation, healthcare regulations, professional council requirements, and internal policy. Success in this role means delivering the right talent, in the right place, at the right time—compliantly, efficiently, and cost‑effectively.




Key Responsibilities


Staffing, Workforce Planning & Scheduling



  • Translate organisational goals into short-, mid-, and long-term workforce plans (clinical and non-clinical).

  • Build and manage demand/supply models, headcount budgets, and vacancy pipelines; track fill rates, time-to-fill, and agency utilisation.

  • Oversee roster optimisation, shift bidding, float pool management, and overtime governance to meet safe staffing standards.

  • Implement and monitor acuity-based staffing and productivity benchmarks.

  • Drive centralised Talent Operations processes (requisitions, approvals, SLAs, dashboards).


Compliance & Risk Management



  • Own the HR compliance framework: labour law, POPIA/GDPR (as applicable), professional registrations, background checks, right-to-work, occupational health requirements, and internal SOPs.

  • Lead periodic HR operational audits, policy reviews, and corrective action plans; maintain impeccable documentation and audit trails.

  • Ensure licensure and certification tracking for regulated roles is up to date; implement automated alerts/escalations.

  • Partner with Legal, Clinical Governance, and Internal Audit to mitigate people-related operational risks.


HR Operations Excellence



  • Standardise and continuously improve core HR processes (onboarding/offboarding, employee data management, leave administration, time & attendance, payroll inputs, benefits administration).

  • Define and enforce HR service delivery SLAs, quality standards, and escalation protocols; run a metrics-driven HR shared services model.

  • Champion HR systems (HRIS/ATS/T&A) utilisation, data integrity, and adoption; lead upgrades, integrations, and automation initiatives.

  • Build and publish real-time dashboards (e.g., staffing adherence, compliance status, FTE utilisation, cost per hire, attrition, engagement trends).


Leadership & Stakeholder Management



  • Lead, mentor, and upskill an HR operations team (generalists, schedulers, compliance analysts).

  • Serve as the primary partner to Operations, Nursing, Finance, and Clinical Governance leaders to align staffing and compliance to operational realities.

  • Manage relationships with external agencies, regulators, auditors, technology vendors, and professional councils.

  • Drive change management for new policies, tools, or process redesigns; deliver training and communication plans.


Continuous Improvement & Strategic Projects



  • Use Lean/Six Sigma or similar methodologies to remove waste, reduce cycle time, and standardise processes.

  • Lead special projects (centralisation, shared services optimisation, e-roster rollouts, digitised credentialing, policy harmonisation across sites).

  • Benchmark against industry best practices and proactively recommend enhancements.




Required Skills and Qualifications



  • Bachelor’s degree in Human Resources, Industrial/Organisational Psychology, Business Administration, or related field (Master’s degree or MBA preferred).

  • Strong knowledge of labour legislation, HR compliance requirements, and healthcare/regulated environment standards.

  • Demonstrated proficiency with HRIS/ATS, time & attendance platforms, and advanced Excel/Google Sheets (pivot tables, Power Query/Power BI or similar analytics tools).

  • Proven ability to design, track, and communicate KPIs/OKRs.

  • Process design / continuous improvement capability (Lean, Six Sigma, Kaizen) is a plus.

  • Exceptional stakeholder management, negotiation, and influencing skills across clinical and non-clinical domains.

  • Strong people leadership: coaching, delegation, performance management, and talent development.




Experience



  • 8–12 years of progressive HR experience, with 4+ years in an HR Operations / Shared Services / Workforce Planning leadership role.

  • Prior experience in healthcare, hospitals, or other highly regulated, 24/7, multi-site environments is strongly preferred.

  • Track record of building compliance frameworks, leading audits, and remediating complex operational gaps.

  • Experience deploying or optimising rostering/scheduling systems and centralised staffing models.




Working Hours



  • Full-time (40–45 hours per week) with flexibility to support 24/7 operations and occasional weekend or after-hours escalations during audits, go-lives, or peak staffing cycles.




Knowledge, Skills, and Abilities



  • Technical Knowledge: HR operations, HRIS (e.g., SAP SuccessFactors, Workday, Oracle HCM), ATS, T&A systems, payroll input controls, credentialing tools.

  • Regulatory Expertise: Labour law, healthcare compliance, data privacy, professional licensing requirements.

  • Analytical Strength: Workforce analytics, cost modelling, variance analysis, dashboard creation.

  • Operational Excellence: SOP design, SLA management, process mapping, risk mitigation.

  • Soft Skills: High integrity, urgency bias, structured problem solving, clear written and verbal communication, conflict resolution, and decision-making under pressure.
